There are very great requirements on the responsible head of a clinical test (test supervisor, who must think and act in a scientifically neutral way). He must show an understanding for the preliminary pharmacological-toxicological and clinical-pharmacological tests in order to comprehend and follow the rationale behind the clinical test.

Hans-Martin Sass describes the diverse national, cultural, and legal preconditions and variations in the understanding of research ethics among and within Ethics Review Boards in Clinical Research in transnational Clinical Studies . He calls for integrating transnational and transcultural studies and educational seminars within Multicenter Protocols in Clinical Research, based on recently introduced European and national regulation and directives.
