Hans-Ludwig Schreiber, President of Göttingen University, discusses legal and ethical issues in organ transplantation legislation and the legal and ethical relevance of presumed refusal and presumed acceptance of donation as a legal criterion. The appendix reprints the proposal for legislating organ transplantation by the Federal Government.
